I do think the lack of factions in Maw of Snails is a significant weakness ... but there are ways to run beast/animal monsters that are interesting -- basically the same things as intelligent factions, but simpler: can they be bribed with food? Will lights and fire or noise scare them? The former is hard for me to visualize and I always worry the latter would prove uninteresting compared to factions, but the post and the dungeon help clear things up.
